CODE OF SAFE PRACTICE FOR CARGO STOWAGE AND STABILITY (CSS CODE)

The CSS Code applies on the ships carrying dry cargoes. This is a must know topic for the seafarer who are appearing for MEO Exams. Let's explore more on this...

The Code of safe practice for cargo stowage and stability (CSS Code) is a very important code for all kind of dry cargo ships sailing all around the world.

When a vessel sails in the high seas, it experiences a wide variety of forces which test the binding forces of the lashing and other types of securing arrangements performed on the cargo of the ship. These forces should not damage the securing arrangements. This can be assured by ensuring that proper stowage and securing of the cargo is being done. Also, we can try to reduce the amplitude and frequency of the ship motion.

The CSS Code was adopted in November 1991 by Resolution A.714(17) [Try to remember].

The CSS Code consist of 12 annexes- (see in the picture)

PURPOSE: The main purpose of the CSS Code is to provide International Standards to promote the safe stowage and securing of cargoes. The Code does following actions:
1) provide general advice related to proper stowage and securing of cargo to minimize risk of damage to ship and personnel.
2) provide specific advice on the types of cargo that poses serious threats to the ship and environment.
3) provide advice on the necessary actions to take in case of shifting of cargo.
4) draw the attention of the ship owner and ship operator to the need to ensure that the ship is equipped with suitable lashing arrangements for stowage and securing of cargo.
5) provide advice in the required actions to take in case of heavy seas condition.

Actions to take by ship personnel under this code:
1) There must be proper planning , execution and supervision by ship personnel.
2) Personnel responsible for the planning and supervision must be properly qualified person onboard.
3) the person responsible must be fully sound of the application and content of Cargo securing Manual.
4) The decision and Planning made must be considering the worst sea conditions which may be intended in the voyage.
